I should greatly prefer a position in & ukhien to one further Northward for this purpose of quarantine, not only because of the Comparative facility of Communication between the province and our main depot here, but also on account of the very great importance of immediately opening out & protecting a commercial Intercourse between that part of the Empire, and Hongkong both in our own and in Native interests.
Your Lordship should be informed that there is Much of Easterly wind during this monsoon, on this and the neighbouring Coast of Fuhkeen, that it is not much more difficult to go to the Southward and Westward from above than to repair to Fuhkien from this point. Beyond Amoy, as the Formosa Channel runs to the Northward the winds follow it's direction, and therefore from The Chiang & the North Eastern parts of Fukien the voyage Against the Southerly wind is very tedious.
