AND HONGKONG GAZETTE. VICTORIA, WEDNESDAY, FEBRUARY 11, 1816, We beg to intimate to our Subscribers in Canton and Macao, that accounts to the end of 1845 are about being forwarded to the Gentle- men who kindly act as our Agents at these placer and we will be obliged by their being paid when presented. A large number of ac- counts individually small, are the cause of some trouble to those who look after their col lection, which may readily be obviated by a settlement when called for. In Hongkong it is less necessary to give this intimation, as the duty of collection falls upon those employed for the purpose.
ment.
THE FRIEND OF CHINA AND HONGKONG GAZETTE.
Under these circumstances we have the honor to request for mutual accommodation, you will have the goodness to discharge the rate already levied, as well as that which will be shortly made for the current quarter on the premises hired of yos by the Respective Officers of the Ordnance Depart We have also to state that, the Respective Of ficers have always considered that the Rent paid for the premises held, was to be in full of all claims to be made upon them for the occupancy, and we beg to observe that no renewal of the properties now held, can take place nor will the Rent on ac count thereof be paid, without the production of the Collectors Receipts for the last assessment,
We have the honor to be
tenant,
You obedient servents.

The Ordnance itself, is so vague and loosely 8 Kelpie, Simo, Chusan worded, that it is difficult to tell whether the tenant or landlord is the party responsible. Whether this obscurity arises from the natural incapacity of the Council, and their ignorance of their own language; or whether it is inten- tional, that the law may be twisted to suit cir. cumstances, it is difficult to determine. If it is from the former, it is certainly made to provide for the latter and enables the rulers of this Bar- rataria to tax tenant or landlord as they may find it convenient, or as it may square with their policy and interest. The grand principles of justice me throw aside, and absolutism, after the imaginary legislative buffoonery of the Spanish author, regulates the framers of our local laws. A Civilian is tenant of an adjoining house, and he diclines paying a tax which the astute law Officers of the Crown assert to be a charge on the landlord, and the Civilian's furniture is carried away and sold. The gross and palpable injustice of such a pro- cedure is evident, and only (in British colonies,) to be paralled by other acts of the government of Hongkong. It may be asked is there no ap- peal? There is an appeal, first to the framers of the act, and that is no appeal at all; and se- cond there is an appeal to lier Majesty in Coun- cil. It is clear that Government look upon the police assessment as a direct property las, though when they are not themselves the le- ants, they first hold the party who rents the house responsible, leaving him to litigate the matter with the landlord should the latter deny his ability. This is contrary to usage ele where, and will require to be provided for in future when houses are rented.
