"We hear on good authority, that His Excellency The Superintendent of British Trade, has been pleased to sanction the establishment of Bonding Wares houses at the Port of Shanghai.
It was a great oversight that, at the five Rorts, the adoption of this system was not made a stipula tion of the Commercial Treaty. We urged the necessity of it at the time. The successful reali zation of this project at Shanghai, will, we hope, lead to its general application at all the Chinese Ports to which Europeans have access.
