IV. This Ordinance shall commence and take effect on such Day as shall hereafter Ordinance when to be fixed by Proclamation under the hand of the Governor.

An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to Empower the Supreme Court to direct Offenders to be Whipped and to be kept in Solitary Confinement in certain specified Cases.

Whereas the Crimes of Child-Stealing and of Taking or Detention of Persons against their will have recently much increased within the Colony; and whereas it is expedient that the Punishment hitherto awarded for Crimes of this nature should be aggravated with a view to their suppression: Be it enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, as follows:-

I. Where any Person shall be convicted of any Crime specified in Section L or LI Power to award Punishment of of Ordinance No. 4 of 1865, the Supreme Court may, in addition to the Punishment

Whipping in Cases heretofore awarded for such Crime, direct that the Offender, if a Malc, be Once, Twice, specified in Sections I. or Thrice publicly or privately Whipped subject to the following Provisions:

(1.) That in the Case of an Offender whose Age does not exceed Sixteen Years, the Number of Strokes at each such Whipping do not exceed Twenty-five, and the Instrument used shall be a Rattan.

(2.) That in the Case of any other Male Offender, the Number of Strokes do not exceed Thirty-six at each such Whipping.

(3.) That in each Case the Court in its Sentence shall specify the Number of Strokes to be inflicted, and the Instrument to be used. Provided that in no Case shall such Whipping take place after the Expiration of Six Months from the passing of the Sentence.

II. Where any Person shall be convicted of any Crime specified in the said Section Power in like Cases L or LI, the Supreme Court may, in addition to the Punishment heretofore awarded to award Solitary for such Crime, direct that the Offender be kept in Solitary Confinement for any portion

of his time of Penal Servitude or Imprisonment, for a period not exceeding One Month

One time and not exceeding Three Months in any One Year.

III. This Ordinance shall not come into operation till Her Majesty The QUEEN'S Suspending Clause. Confirmation thereof shall have been proclaimed in the Colony by the Governor.

An Ordinance enacted by the Governor of Hongkong with the Advice of the Legislative

Council thereof, for the Establishment of a Fire Brigade.

Whereas it is expedient to make further provision for the Protection of Life and Property from Fire within the Colony of Hongkong; Be it enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, as follows:-

I. This Ordinance may be cited for all Purposes as "The Hongkong Fire Brigade Ordinance, 1868."

II. It shall be lawful for the Governor to select from the Police and any others Governor to select a volunteering for the duty a Force to whom shall be entrusted the duty of extinguishing Force in relation to Fires and Protecting Life and Property in case of Fire within this Colony and to furnish the said Force with such Fire-Engines, Horses, Accoutrements, Tools and Implements as may be necessary for the complete Equipment of the said Force or conducive to the efficient Performance of their Duties.

III. The Force of Firemen established under this Ordinance shall be called the Constitution of Fire "Hongkong Fire Brigade," and shall be under the Command of an Officer to be called Brigade. the "Superintendent of the Hongkong Fire Brigade." The Superintendent and Men composing the said Fire Brigade shall be appointed and removed at the pleasure of the Governor.
