His Excellency the Governor has been pleased to appoint, under Section 10 of the Medical Registration Ordinance, 1884, Ordinance No. 1 of 1884, Dr. Oswald MARRIOTT to be a Member of the Medical Board, with effect from the 13th October, 1917, vice Dr. FREDERIC OSMUND STEDMAN who has left the Colony.

No. 467. With reference to Government Notification No. 238 of the 25th May, 1917, it is hereby notified that local permission has been granted to Lieut.-Col. ARTHUR CHAPMAN, V.D., to retain his rank and to wear the prescribed uniform of the Hongkong Volunteer Corps, upon his resignation of his Commission in that corps, with effect from the 1st September, 1917.

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

HEREAS Congress has enacted, and the President has on the fifteenth day of

June 1917, approved a law which contains the following provisions :

Whenever during the present war the President shall find that the public safety shall so require, and shall make proclamation thereof, it shall be unlawful to export from or ship from or take out of the United States to any country named in such pro- clamation any article or articles mentioned in such proclamation, except at such time or times, and under such regulations and orders, and subject to such limitations and excep- tions as the President shall prescribe, until otherwise ordered by the President or by Congress Provided, however, that no preference shall be given to the ports of one State over those of another.
