7. The Financial Secretary laid on the table the Report of the Finauce Committee

(No. 11), dated 30th January, 1941, and moved its adoption.

The Attorney General seconded.

MOTIONS.

8. The President addressed the Council and moved the following resolution :-

That the Estimates of Expenditure for the year 1911-42 as now presented

be approved.

The Financial Secretary seconded.

The Honourable Mr. JouN JOHNSTONE PATERSON, the Honourable Mr. STANLEY HUDSON DODWELL, the Honourable Mr. Lo MAN-KAM, the Honourable Mr. LEO D'ALMADA E CASTRO, Junior, the Honourable Mr. ANDREW LUSK SHIELDS, the Honourable Mr. WILLIAM NGARTSE THOMAS TAM, the Honourable Mr. THOMAS ERNEST PEARCE and the Honourable Mr. LI TSE-FONG addressed the Council. The Financial Secretary and the President addressed the Council. Question-put and agreed to.

9. Appropriation Bill for 1941-1942.-The Financial Secretary addressed the Council and moved the First reading of a Bill intituled "An Ordinance to apply a sum not exceeding Fifty-two million four hundred and eighty-three thousand two hundred and ninety-four Dollars to the Public Service of the financial year beginning on the 1st April, 1941, and ending on the 31st March, 1942, and also to apply an additional sum not exceeding Eight hundred and thirty-two thousand Dollars to the Waterworks Renewals and Improvements Fund for the service of that Fund in the said financial year." The Attorney General seconded.

10. The Financial Secretary moved the following resolution :-

That this Council approves the carrying out of the works set out in the Schedule attached at an estimated cost of $4,416,407.84 and of the expenditure in the financial years 1940-41 and 1941-42 of the sums set out in columns 3 and 4 of the Schedule, the cost to be met from a future loan and meanwhile to be charged as advances from the surplus balances of the Colony pending the raising of a loan.

The Attorney General seconded.

11. The Financial Secretary addressed the Council and moved the following

resolutions:-

(1) RESOLVED pursuant to section 4 of the Dutiable Commodities Ordinance,

1931, as follows-

That the DUTIES ON HYDROCARBON OILS set forth in the Resolution of the Legislative Council published as Govern- ment Notification No. 841 in the Gazette of 26th July, 1940, as varied by Government Notification No. 1216 published in
