3. The Minutes of the Meeting held on the 16th January, 1941, were confirmed.

4. The Honourable Mr. Li TSE-FONG made affirmation and assumed his seat as a
Member of the Council.
ANNOUNCEMENT,
5. The President addressed the Council, paying a tribute to Dr. LI SHU-FAN.
The Honourable Mr. Lo MAN-KAM addressed the Council and said that on behalf of his Chinese colleagues and himself he desired to be associated with the President's tribute. He extended the best wishes of the Chinese community to Dr. LI on the occasion of his retirement from the Council.
