After passing the Whampoa Barrier, it would appear that the Пoi Ming attempted to pass the Kiong Tung and in so doing she collided with the latter vessel, inflicting slight damage on both ships. The cause of the collision was a rivalry between two competing vessels, and consequent carelessness in navigation on the part of both. We consider that ships should not follow each other so closely in these narrow waters and that steps should be taken to prevent the racing which is so liable to result from the present system.

The evidence shows that the Steamship Hoi Ming was immediately to blame for the collision, being the overtaking vessel.

We do not consider that the case is sufficiently serious to call for the cancellation or suspension of the certificate of competency of the master of either vessel, but would point out that the practices above alluded to may, if persisted in, lead to most serious conse- quences.
