OPIUM AMENDMENT (No. 2) BILL.--The Attorney General moved the First reading of a Bill entitled An Ordinance to amend the Opium Ordinance, 1909.

NEW TERRITORIES REGULATION BILL.-The Attorney General addressed the Council and moved the Second reading of the Bill entitled An Ordinance to consolidate and amend the laws relating to the administration and regulation of the New Territories.

A discussion then ensued and Council divided on the motion, which was carried, nine members voting for and two-Mr. OSBORNE and Mr. STEWART-against the motion.
