1. Thank you for your letter of 16 March to Rod Bunten enquiring about representation at the UN World Conference on Human Rights. I am replying, as this subject falls within the responsibilities of HRPU.

I am sure you will appreciate that space on the delegation will be tight, but we are able to offer one observer place to HKG for the main part of the Conference (14-25 June). Given the limited number of places available and the requests we have already received from other Dependent Territories, it will not be possible to meet your request for two places.
3. As you note in your letter, discussion of individual countries' human rights records is not anticipated. We expect the debate to focus on the mechanics of implementation of existing standards, such as the various treaty monitoring bodies and the technical assistance offered by the UN. We would therefore expect specific Dependent Territory interest to be limited; and we will, of course, be happy to represent those interests in the course of the debate. However, we fully understand your reasons for wanting to attend, and are grateful for the interest you have shown in the Conference.
