United Nations World Conference on Human Rights: Proposal for a National Review on Protection of Human Rights
The captioned conference is taking place in Vienna from 14-25 It will be June 1993, as you know from our previous correspondence. one of the largest meetings of governments to discuss human rights since 1968 when the previous World Conference took place in Teheran. I was pleased to be advised by the Chief Secretary that Hong Kong will have a presence at the Conference.
Amnesty International sees the World Conference as an important opportunity to confront governments with the urgency of protecting human rights. In particular, we are eager to see practical action. We are therefore calling on all governments to initiate a "National Review",

The idea of the National Review is that an independent

The review would examine any factors or difficulties which have impeded full compliance with these international standards and The review recommend steps aimed at ensuring full implementation. should be public and involve the active participation of human rights organizations and other interested NGÔ5.
We have already consulted with a number of Members of the Legislative Council on the World Conference and received a positive response to the idea of using this opportunity to examine the human rights situation in Hong Kong and to raise public awareness of the universality of the human rights idea.
