HONG KONG: CHANGES IN THE IMMIGRATION RULES: CASE OF MR AU-YEUNG

1.

Please see the attached copy of a telegram from Hong Kong on the above case. This reiterates some of the old points which we have already replied to at length.

2. I should, however, be grateful for your urgent views on the following points raised:

Para 1: I assume that Mr Au-Yeung has simply been fortunate in the past, if indeed this was the first time he has been questioned about the purpose of his visit, and it does not constitute a change of practice.

Para 2: Presumably the instructions to IO's on this particular aspect have already issued. Is it possible to see a copy of the

circular?

Para 3: How can we answer this claim?

Para 4: Grateful for your guidance on whether Mr Au-Yeung can noop still appeal under para 93 of the Rules or if there is any other

avenue open to him.

I am sorry to have to come back yet again on the issue but it would appear that Hong Kong are not going to let this drop so easily.
