The Prime Minister and the Foreign Secretary agreed that recent comments by a Chinese official on nationality questions were unhelpful and would increase the Government's difficulties within its own ranks over the question of passports for Hong Kong. There were evidently plans afoot in the House to try to disrupt debate and in particular to obstruct the use of the guillotine.
