The Prime Minister could make clear, as
the Foreign Secretary did during his visit, that if continuity on an acceptable basis is not attainable, we would have to make our own decisions about 1991. But the best outcome for Hong Kong would be continuity between arrangements before and after 1997 and steady development thereafter.
Allen Lee was in hospital for checks (heart trouble) just before the Foreign Secretary's arrival in Hong Kong. was apparently given a clean bill of health, but the Prime Minister might want to show sympathy.
