Purpose

To monitor legal immigration from China and reduce the number to an acceptable level.

To ensure early resettlement of refugees else-

where and meanwhile accommodate them under UNHCR care

Progress Made and Present Position

(f) Final draft of legislation to curb use of

speed-boats for illegal immigration approved.

(g) Consultant to oversee the modernisation of radar for Marine Police purposes approved. Evaluation of other technical aids continues.

(h) Review of port control measures conducted.

(i) Recently agreed arrangements for regulation

of Tolerated Border Crossers have worked well.

The daily average from 1st January to 27th April, 1981 is 145. Since 7th March there has been an upsurge in the number of single-journey (as opposed to double-journey) permits. For April, 1981 about 59% of double-journey permits are still valid for 1 year.

(a) 2,293 refugees arrived, and 6,278 left

for resettlement overseas. On 1.5.81 there were 16,323 refugees in HK all of whom (except 2,390) were under UNHCR care.

Next Quarters Target

(f) Seek agreement of ExCo and

LegCo. to legislative amendments. Seek funds

for and construct site for impounded speedboats.

(g) Progress radar consultancy.

Continue evaluation of other technical aids.

(h) Introduce selected port

controls.

To consider possible systems for visits to Kong Kong from people from China, how they could be implemented effectively and particularly how over- stayers could be found and returned.

(a) To continue to liaise

with UNHCR to achieve the estimated resettlement

target of 4,300 during May- July. To ensure that all

quotas are filled and to

try to secure larger areas on the maintenance of existing ones.
