District Administration
Provision of services to semi-permanent squatter
areas
To monitor and collate public opinion on the proposals in the White Paper A Pattern of District Administration in Hong Kong; and to assist DALS in formulating plans for the implementation of the White Paper Proposals.
To review the policy re- garding the provision of basic facilities and services to semi-permanent squatter areas.
(a) The following three
Bills have been enacted:
(i) District Boards Bill
1981;
(ii) Electoral Provisions
Bill 1981; and
(iii) Urban Council
(Amendment) (No. 2) Bill 1981.
(b) Supplementary provision
of $4,014,000 was approved by FC on 8th July 1981 for publicity programmes and election expenses in 1981-82.
At a meeting chaired by CS on 20th June 1981, it was agreed that HD and HB would reexamine the present squatter control policy, and further consider the proposals of licensing and allowing rebuilding of - squatter huts, and grants/ loans for this purpose.
To assist DAMS with and monitor the implementation of the White Paper.
HD will take measures to counter the recent upsurge in squatting and at the same time examine the proposals of licensing and rebuilding, with a view to seeking the advice of CSC and ExCo.
