Elderly
Personal Social Work Among Young People
Purpose
To prepare a programme plan on services for the elderly and to formulate proposals for inclusion in a comprehensive White Paper on social welfare policies.
To prepare a programme plan on the provision of personal social work. services to young people; identified to be at risk so as to prevent anti- social or delinquent behaviour, and to publish a Green Paper for public comments.

.. Progress made and present position
The Working Group on the Elderly met on 4th May and 6th June to consider comments on the Green Paper on Services for the Elderly from the public, the press, Social Welfare Advisory Committee, etc. In the light of these comments, the Working Group recommended modifications of certain proposals. These were put to the Steering Group on Services for the Elderly for endorsement on 26th June 1978. Subject to further discussions with the relevant departments, the way is now clear for a compre- hensive white paper to be prepared, incorporating proposals for social security and personal social work among young people.
The response of the public and of Unofficial Members of the Legislative Council to the proposals in the Green Paper is generally favourable. No major changes, need to be made.
