Pension Policy
Further to Mr. Baillie's minute of 29 September I now attach copies of three papers prepared in the ODM relating to the question:

(a) field of proposed HMG responsibility;
(b) Commuted pension loans; and
(c) exclusion of certain countries.
These papers should be regarded as working documents, primarily for the ODM's own guidance. They have not yet been fully considered in the ODM but our comments would be welcomed. With this in mind, may I draw your particular attention to paragraphs 31 and 32 of the first of the three papers "Field of HMG's Proposed Responsibility" and to the third paper on "Exclusion of certain countries". As there is some urgency over the whole of this exercise, could I have comments by midday, Friday 7 November at the latest.
3. I should also explain that the ODM are proposing to submit a policy paper on this question to DVO. The draft of this is now under consideration in ODM but we are promised a sight of the consolidated draft next week when there will be a further opportunity to comment.
