members should be appointed by the Council to serve on the Board.

(c) Social Welfare. The management of all aspects of the Social Welfare Department in the urban area should be placed under the Council in this phase, with the Director of Social Welfare as a member of the Council to answer questions on all matters on policy and planning.

(d) Traffic and Transport. Policy, planning and management of all multi-storey and open-air car parks should come under the Council in this phase. The Council should also have repre- sentation on the Transport Advisory Committee or any other authority which might be set up to deal with roads, traffic and transport. Two members should be appointed by the Council to serve on the Transport Advisory Committee.

(e) Medical. It is suggested that the Council should be entirely responsible for health education in Phase I, with the Director of Medical and Health Services as a member of the Council. The Council should also have representation on the Medical Development Plan Standing Committee and the Medical Advisory Board. Two members should be appointed by the Council to serve on each.

(f) Town Planning Board. The Council should have representation on the Town Planning Board, and two members should be appointed by the Council to serve on the Board.

(g) Information Services. The Council should have its own informa-

tion service.

(h) Legal Service. The Council would have a Law Revision Select Committee. It is not thought that a legal officer need be seconded to the Select Committee, but the Committee should be able to call on the assistance of a legal officer when required.

Finance

15. As part of the first phase it is considered essential for the Council to be given its own finance. It is suggested that, to begin with, the Council be given a proportion of the rates to cover the recurrent costs of the functions proposed. It would also derive revenue from licence fees, concessions, etc. Capital expenditure would be covered by grants from the Legislature.
