STAFF - IN CONFIDENCE

Sir Arthur Grattan-Bellew

You have had a copy of Sir James McPetrie's minute to me of 30th July. I would be grateful if,

in addition to the action which Sir James has asked

you to initiate, you could also put in hand a scrutiny of recently retired Judges as suggested in paragraph 7(c) of his minute. This is without prejudice to the decision whether it would be appropriate to suggest a pensioner for the Chief Justiceship. Until one knows the field one cannot say what weight should be given to the possible objection to a pensioner on which Sir James has touched in paragraph 6 of his minute. But even at

this stage one can say that the Governor by raising

the subject has made it clear that local objections to such an appointment would not necessarily be insuperable.
