The Bill also seeks to empower the Chief Justice to appoint

a Commissioner of the Supreme Court should the office of any Puisne

Judge become vacant for any reason, or should the Chief Justice consider

that the interests of the administration of justice require that a

Commissioner be eppointed temporarily. It is contemplated that such

appointments will replace those of temporary and acting judges.

Commissioner, subject to the terms of his appointment, would

have and might exercise all the jurisdiction, powers and privileges of

a Puisne Judge. Ho would have, and perform, all the duties of a Puigne

Judge and in law be construed as a Puisne Judgo.

Justices Of The Peace

The Bill also provides that Supreme Court judges, as in

England, shall be official justices of the peace with power to bind

persons over to be of good behaviour, and to keep the peace in certain

cases.

The Full Court (mendment) Bill 1970, the District Court

(Amendment) Bill 1970 and the Promissory Oaths (Amendment) Bill 1970

are also published in today's Gazetto.

These amend the respective principal ordinances as a result

of the proposed amendment to the Supreme Court Ordinance.

One of these amendments proposes that a District Court Judge

appointed a Supreme Court Judge shall have jurisdiction to dispose of

part-heard cases before him.

Following the proposed amendment to the Supreme Court Ordinance,

District Court judges would also be official justices of the peace.
