Then there are the problems of youth.
The youth in Hong Kong are responsible and
display a great deal of good sense. But in
this present age there is a trend which
demands that youth must be recognised.
You have many organisations here
catering for youth and its aspirations, but you
also have a very young population and the size
of the problem is immense.
Is there even more you can do to
harness their energies and enthusiasms and
channel them in the right direction?

The need to improve housing conditions
is essential, and the need to improve the
social services is of equal importance.
But looking beyond these material
aspects which are now becoming widely accepted
as normal in this, the second half of the 20th
century, there surely must be greater scope
for people, especially the young, to enjoy
their leisure.
There is not much land available for
their recreation, but can anything be done to
make more available and use what there is more
effectively?
