And may I, at this point, say how
greatly impressed I was with the calibre of
the Administrative Officers, many of them
Chinese, who are working this scheme.
As the Governor pointed out, prosperity and rising standards of living are increasing
the disparity between the conditions of those
few who fall into misfortune through no fault
of their own and other people. This is something which I know is being looked at very closely.
The need to expand facilities for
technical education is vital.
If Hong Kong is
to continue to prosper it must have its own source
of skilled people. It is in my view essential

that these facilities should be expanded
as urgently as circumstances allow.
Is enough being done in the field of
labour/management relations. If there is to
be harmony in industry, and with it stability for the economic future of Hong Kong, it is essential that labour/management relations should
be smooth.
I hope firms will, for instance, help
the Government it its attempts to encourage
the growth of consultative machinery: this is
one step which lies chiefly in your hands although
Government is always ready to advise
