Purpose: to extend the UK Copyright Act 1956 to Hong Kong
and supplement the same by a local Copyright Bill ·
which would afford protection to local material.
Present position: This is closely related to TV "rediffusion".
The controversial point is a sub-clause in

of broadcasts an act restricted by copyright.
We have stressed the need for this sub-clause.
A reply from the S. of S. has been awaited
since 15 February. S. of S.'s latest Saving Despatch (No. 164 dated 21 April) stated
that a reply will be sent as soon as possible.
Community Antenna Television
-Aerial Distribution System
Our reference GR 7/1036/67 (TC 166/67)
F CO reference: HKK 16/2
Purpose: to grant licences for the erection of CATV systems
(for which RTV (Rediffusion H.K. Ltd) would have
an exclusive right) and aerial distribution systems.
Present position: Both CATV & ADS are a means of telecommunication
which receives a signal and transmits the same

by wires. As such, both systems must be
licensed. In so doing it is necessary to
revoke RTV's existing licence in the public
interest and that in its place RTV should be granted two licenses, since it is desirable to
separate their own wired programme-originating rights from their pure relay rights (CATV).
In comection with the revocation of RTV's
existing licence, the S. of S. has indicated
that RTV will have to be compensated for the
loss of their monopoly rights to ADS.
