GCO's problem is not a straightforward one, since he has a comparatively large number to consider. It may be that he can phase out some of them at an early stage but this depends upon the situation at the time and the extent of his essential operations then. He can get no further with studying the problem on his own, and would have to consult D. S. D. Melbourne if any more concrete plans were needed. Since this would in effect involve bringing this exercise to the notice of the Australian Government, I expect you would prefer him to do nothing more at this stage.
The hard core of his staff is covered by the above figure.
An additional complication as far as GCO is concerned is the extent of any plan which Booker may be producing. It may be necessary to modify GCO's figure later in the light of this.
I should be grateful for your views on this matter and whether you would wish us to carry on with the contingency plan. The C. B. F. and I feel that it would be prudent to do so, keeping the knowledge of it, as with DIGIT, to a very limited number of officers.
