2. The Aide Memoire behind (51) has been cleared without amendment and I submit immediately below a covering letter to the Governor in which I take the opportunity to acknowledge his letter at (54).

3. The Governor in his letter refers to a limited planning exercise in relation to the sensitives". and "vulnerables": he talks of "identifying the size of the problem (including the provision of lists by sponsors) and establishing an outline procedure". I had already given some thought to the provision of lists by U.K. agencies and to whether we needed to set up some drill by which these could be quickly made available in Hong Kong when needed; and on these points have held discussions with the Foreign Office

Prior to receipt of the Governor's letter I had agreed with Mr. Costley-White that we would consider this, if Mr. Rob agreed, in an ad hoc meeting chaired by the latter. As envisaged in my letter to other departments (second draft attached), I am proposing to proceed on these lines. (We shall use the same meeting to consider certain complications which may arise out of the Australian evacuation exercise see HWB 10/27 attached). It now seems, however, that at the Hong Kong end, the Governor wishes to have lists covering the public service (including Special Branch). I must say that on a preliminary look I see no objection to strictly limited action. of this kind; but I feel less sure about the implications of "establishing an outline procedure".

We may have to consider this aspect of the Governor's proposals in a wider and different forum.
