In our discussions here this month you asked whether
the recent decisions on planning for an emergency evacuation
from Hong Kong meant that the existing evacuation plan
("DIGIT") could be regarded as dead.
The answer is in the affirmative.
The decision of
Ministers to suspend all evacuation planning indefinitely
(conveyed to you under cover of Henry Hall's letter of
1 February) was taken in the full knowledge that the existing
plan was out of date and incapable of effective implementation
and that to make it serviceable would involve unacceptable risks.
I hope shortly to let you have an answer to your letter of
13 January.
