My Minister is committed to putting a paper on this subject to the Defence and Oversea Policy Committee (X(67) 2nd Meeting, Item 2). In Henry Hall's absence owing to indisposition I attach a draft on which we would be grateful for your early commente since I understand that this has been put on the 0.P.D. agenda for Thursday, 23 November.

You will see that it is proposed to raise the problem of the public handling of this issue in the ovent that we are publicly challenged about the existence of plans. In this connection the correspondence ending with Sir Denis Allen's letter of 30 August to Sir Saville Garner is relevant.
3. I am copying this letter and enclosure to Sykes (Foreign Office) and would be grateful for his comments also.
