SHTO/Non SHITC is a loose phrase, og the 700 HQ personnel in paragraph b(12) are largely based in Singapore during a SITO situation, though some go forward to Thailand.

To koop the Javelins until Phantoms could be phased in to replace them instead of replacing Javelins with Lightnings had little to recommend it. Adoquate strike aircraft are essential and the Javelins are already unreliable.
15. Reduction in helicopters would make it difficult to meet the Army's training progranne As long as troops remain they must be given constant training and, for this, helicopters are essential.
Action to be Taken
16. The SECRETARY OF STATE said that a paper should be prepared showing how a further 5,000 uniformed and civilian personnel, over and above post- confrontation reductions, could be achieved in Singapore/Malaysin between now and 1st April 1968. It was appreciated that further reductions other than those already planned, could probably not be expected from Hong Kong.

The paper should set out the most sensible way of achieving this reduction without being inhibited by political considerations although the major political and operational consequences of the reductions should be stated. It should also deal with the alternatives of FEF relating to the provision
or an Attack Aircraft Carrier for the Adon withdrawal.
