Opening Address by Commander-in-Chief, Far East

The COMDUNDER-IN-CHIEF welcomed the Secretary of State and his party and outlined the programe for the discussions.

2. The Scoretary of State explained the background of econonic and financial factors against which his visit to the Far East Command was planned. Hic also explained that the Government was assuming that all troops and facilities would be withdrawn from the mainland of Asia by tho mid-seventies, and that a cut of about half in forces and local personnel in Singapore and lialaysia would be achieved by 1970/71; and he summarised the first reactions to this new approach by the US Government and our Commonwealth allies.
