The Hong Kong Government realise that publicity about
U.S. ships cannot be entirely controlled by the U.S. Navy, but they hope it will be appreciated that if the operational role of a particular vessel becomes the subject of wide publicity during the period of two or three weeks before a scheduled visit, the visit may have to be cancelled or postponed at short notice.

The procurement by U.S. naval ships of perishable foods and of fuel in reasonable quantities may continue; also, the current procurement of items in Hong Kong for Post Exchanges and ships' stores. However, when there was a reasonable doubt about the possible military usage of an item, and hence its procurability, the matter should be taken up by the consultative group.

(i) All U.S. military aircraft that are authorised to land at Hong Kong are being permitted to arrange for such transient services at Kai Tak Airport as are necessary for them to take off again. As in some cases these transient services may be provided under a contract or contracts between the U.S. armed service concerned and the Hong Kong airport service form. It is therefore agreed that the guide-line's ban on repair and maintenance should not be construed to prohibit such transient services; nor should it prohibit the renewal of any existing contracts with the airport service firm.
(ii) For the immediate future no U.S. military service should negotiate a contract with HAEC for the repair, maintenance, or modification of any aircraft that has been flown expressly to Hong Kong for this work to be done. The Hong Kong Government would, if requested, consider whether this ban could be lifted in due course.
(iii) The proposal last August that HAEC might undertake major maintenance and repair tasks on C-47s, C-54s and C-118s, as well as aircraft of the Royal Loation Air Force, is at present in abeyance having been overtaken by events, and any proposal to revive it should be discussed in the Consultative Group. Proposals for the undertaking by HAEC of work on any other model of military transport aircraft or any other type of military aircraft would also have to be discussed in the Consultative Group.
