Your telegram No. 1032 to Hong Kong: United States Naval

I am concerned to see that we are contemplating permitting a visit to Hong Kong by so heavy a ship within so short a time after the Chinese protest on Enterprise.

A postponement of one week is not long enough to persuade Chinese that this is not (repeat not) a deliberate provocation. I appreciate that we should not (repeat not) wish to cause Americans severe administrative inconvenience but I trust that possible effect on Sino-British relations will be taken into account.
