On reduction of rest and recreation visits by troops from Vietnam, the Consul-General has made the point that a decrease now when things are relatively quiet would tend to upset local confidence and encourage pro-Communists to think that they had gained a success. In the present situation I am inclined to agree with this view and would suggest that for the moment we leave things as they are, while warning the Americans that we shall ask for an immediate cut by 50% if trouble starts again.
